Gregg Colburn, Co-Author & Associate Professor

We’re excited to announce Gregg Colburn, co-author of “Homelessness is a Housing Problem” will help close out the first day of the Texas Housing Conference with a thoughtful talk about the findings of his research into the root causes of homelessness in America. His background in real estate and as an investment banker gives Colburn a unique perspective into this challenging topic.
Colburn will present a timely, evidence-based presentation on how housing policy, market dynamics, and local decision-making shape homelessness and community well‑being.
Colburn will present key findings from his research and co-authored work, exploring how insufficient housing supply, regulatory barriers, and financing dynamics contribute to homelessness — and what policymakers, developers, and advocates can do to address the problem at scale. Expect clear data, real-world examples, and practical policy recommendations aimed at boosting housing access and preventing displacement.
This session is essential for housing practitioners, local and state policymakers, developers, planners, nonprofit leaders, and anyone working to create more equitable and effective housing strategies.
